Preheat oven to 350°F (175°C). Grease a 9×13-inch baking dish.
In a skillet over medium-high heat, cook the ground beef until browned. Drain excess grease.
Stir in taco seasoning and water. Simmer a few minutes until slightly thickened.
In a bowl, mix together cream of chicken soup, cream of mushroom soup, Cheez Whiz, Rotel, onion flakes, Tabasco, Worcestershire sauce, salt, and pepper.
Spread crushed tortilla chips across the bottom of the baking dish.
Layer half the beef over the chips, then half the soup mixture, and sprinkle with 1 cup cheddar cheese.
Repeat layers with remaining beef and soup mixture. Top with remaining cheddar and mozzarella cheese.
Bake for 35–45 minutes, until hot and bubbly.
Let rest 10 minutes before serving.
