In a large mixing bowl, combine the shredded potatoes, flour, eggs, garlic powder, salt, and pepper. Mix until well blended.
In a separate bowl, add the ground beef, dried minced onion, egg, breadcrumbs, salt, and pepper. Gently knead the mixture until fully combined. Set aside.
Heat 1–2 inches of oil in a deep-sided skillet over medium-high heat until hot.
Scoop a small handful of the potato mixture into your palm and flatten it slightly. Add a small spoonful of the meat filling to the center, then top with another thin layer of the potato mixture.
Carefully shape into a round pancake, sealing the edges, and gently place it into the hot oil.
Fry for several minutes per side, turning once, until golden brown and cooked through.
Remove the pancakes from the oil and place them on a paper towel–lined plate or rack to drain and cool slightly before serving.
