Prepare the oat mixture:
- In a medium saucepan over medium heat, combine the butter, brown sugar, and vanilla extract. Heat until the butter is fully melted and the sugar has dissolved.

Add oats and cinnamon:
- Stir in the oats and cinnamon, cooking for 2–3 minutes until the oats are lightly toasted and well coated.

Layer the oats:
- Grease a 9×9-inch baking dish. Spread half of the oat mixture evenly in the bottom of the dish.
Prepare the chocolate-peanut butter layer:
- In a microwave-safe bowl, combine the chocolate chips and peanut butter. Heat in 30-second intervals, stirring between each, until the mixture is completely melted and smooth.

Assemble the bars:
- Pour most of the chocolate-peanut butter mixture over the first layer of oats, spreading it evenly. Reserve a small portion of the mixture for drizzling on top.

Top with remaining oats:
- Spread the remaining oat mixture evenly over the chocolate layer. Drizzle the reserved chocolate-peanut butter mixture on top for a decorative finish.
Set the bars:
- Place the baking dish in the freezer for at least 1 hour, or until the bars are firm.
Slice and serve:
- Once set, remove from the freezer and cut into squares.
