Method
Preheat Oven and Prepare Pan
- Preheat your oven to 350°F (175°C). Grease and flour a 9x13-inch baking pan.
Mix Dry Ingredients
- In a large bowl, sift together the flour, sugar, baking cocoa, baking soda, and salt.

Add Wet Ingredients
- Make a well in the center of the dry ingredients. Add the water, vegetable oil, vinegar, and vanilla extract. Mix everything until well combined and smooth.

Bake the Cake
- Pour the batter into the prepared pan and bake for 30 to 35 minutes, or until a toothpick inserted into the center comes out clean. Remove from oven and let cool completely.

Prepare the Frosting
- In a medium bowl, whisk together the instant pudding mix and milk until thickened (about 2 minutes). Gently fold in the thawed whipped topping until smooth and combined.
Frost the Cake
- Spread the frosting evenly over the cooled cake.
Chill and Serve
- Refrigerate the cake for at least 1 hour before serving to allow the frosting to set.
