Preheat the oven to 350°F (175°C) and generously grease a 9×9-inch baking dish. Set aside.
Heat a large skillet over medium-high heat. Add the ground beef and begin browning it, breaking it apart as it cooks.
Once the beef is partially cooked, stir in the chopped bell peppers and onion. Continue cooking until the beef is fully browned and the vegetables are tender.
Add the minced garlic and seasoned salt to the skillet. Sauté for about 30 seconds, just until fragrant. Drain off any excess grease.
Spread the beef and vegetable mixture evenly into the prepared baking dish.
Arrange the provolone cheese slices over the top of the beef mixture, covering it completely.
In a medium bowl, whisk together the eggs, heavy whipping cream, and Worcestershire sauce until well combined.
Pour the egg mixture evenly over the layered beef and cheese.
Bake uncovered for 35–40 minutes, or until the casserole is set and lightly golden on top.
Remove from the oven and allow it to rest for a few minutes before slicing and serving.
